• Director, Rail Operations

    This position provides oversight of all Capital Metro Rail Operations and Maintenance contracts, with a focus on contract management, schedules, estimates, costs controls, documentation control, and quality assurance/quality control. The incumbent provides leadership in the rail contract oversight and operations policies and procedures, and for ensuring optimum efficiency and effectiveness in the rail operations department to achieve Capital Metro’s goals and objectives. Performs specialized and technical work requiring a thorough knowledge of state and federal rail operations laws, and best practices. Requires initiative and judgment to determine appropriate solutions to issues.  This position works independently with minimal supervision.


    • Bachelor’s degree in Logistics, Engineering, Construction Management, or a related field. Related experience may be substituted on a year-for-year basis up to four (4) years.
    • Eight (8) years of progressively responsible supervisory/management experience in rail operations.
    • Experience in managing large Operations and Maintenance contracts.
    • Experience working with regulatory agencies
    • Experience in conducting, evaluating, and implementing research related to primary responsibilities.
    An equivalent combination of education, experience, knowledge, skills, and abilities.
    Knowledge, Skills and Abilities:
    • Demonstrated proficiency using Microsoft Word, Excel, PowerPoint, Project and Primavera.
    • Knowledge of Railroad/Rail Transit Engineering, Operations, and Maintenance practices procedures and regulations.
    • Knowledge of project management methods, principals and practices including risk analysis, scope control, and quality assurance.
    • Ability to listen and provide feedback, to communicate goals and objectives within a team building environment.
    • Ability to train and develop team members for success through work plan development, career plan development and performance evaluations.
    • Ability to hold others and self-accountable, to make difficult decisions when necessary, to focus on results, to analyze data, and to plan, develop, and implement formal work plans.  Knowledge of basic managing strategies and project coordination.
    • Ability to communicate effectively with staff and contractors.
    • Ability to handle daily challenges and adjust to adversity.
    • Must have excellent problem-solving abilities, organization, coaching, and facilitating presentation skills. 
    • Must possess excellent interpersonal skills and be customer oriented.
